DHCC Interpreter Assignment/Payment Form can be used for billing purposes
or to note job details on the form itself. DHCC coordinators generate
this form to fax interpreters regarding the date, time, location, on-site
contact information and phone number, and client information. This form
also allows notation for special instructions, such as security information,
parking, cross streets, etc. Please

The following DHCC customers require completed travel reimbursements
forms with copies of receipts. (Toll receipts are needed for CBH

Availability
Keeping your availability up-to-date is very important. DHCC compiles
the information provided by interpreters with other criteria as a quick
reference guide when working on filling assignments. This in-house tool
is vital to the smooth coordination of assignments. Without it, the
coordinators may assume you are available when you are not. Or, worse
case scenario, the coordinators may assume you are not available when
you are. The availability forms are to be used by all interpreters,
not just those in a regularly scheduled assignments.

DHCC will use this submitted Web form to determine
an interpreter's weekly availability and assignments.
Here are a few tips for completing the Availability
form:
- The semester schedule should show any unavailability an interpreter
would have consistently for 3 to 4 months.
- List on-going work contracted through other agencies and organizations,
such as privately contracted school schedules.
- List all on-going unavailability, such as early morning due to
childcare needs and the Tuesday evening yoga class that you are promising
to attend.
- List any on-going regular professional or personal commitments
that you have.
- List on-going DHCC work as well. This provides the coordinators
an opportunity to check both the interpreter’s and DHCC’s
records.
- Please do not list commitments that are not repeated throughout
the semester. The schedule should reflect on-going commitments only.
- Identify the general location, such as Center City, Media, etc.,
for your on-going work. This helps us to contact you if there is an
emergency in that location.
- If you have NO on-going commitments or time restraints, simply
write “AVAILABLE AT ALL TIMES” in every
field.
- If you leave a field blank, we will assume that you have no conflicts
or commitments during that time period.

Legal Interpreter Qualifying Process
Introduction
DHCC uses specific interpreters for legal and court assignments. These
interpreters have worked for years to develop the specialized skills
required for legal interpreting. At times, DHCC needs to add qualified
legal interpreters to our list. In the past, we offered workshops and
encouraged interpreters to observe and be observed by legal interpreters.
This was an informal process.
The Interpreter Service Advisory Committee (ISAC) and the DHCC Board
agreed that we should have a formal process to use in qualifying legal
interpreters. The process will be implemented by DHCC as needed. The
process starts with an application procedure outlined below. The interpreter’s
qualifications, references and experience will help determine how quickly
he or she moves through the qualifying process. Other parts of the process
include guided observations and on-the-job mentored assignments.
Pre-requisites
In order to apply, the interpreter must have proof of the following:
- Certification – Interpreter
must hold one of the following certifications for a minimum of two
years: CI/CT, CSC, NIC Advanced, NIC Master, NAD
5, CDI
OR
Interpreter must hold a current RID certification (other
than EIPA) for a minimum of one year and hold the SC:L certification.
- State Registrations
- The interpreter must be registered with ODHH and Administrative
Office of PA Courts.
- Legal Interpreter Training – Interpreter
must have 40 hours of legal interpreter training through workshops
or courses with one
workshop by a nationally prominent legal interpreter such as Carla
Mathers.
- Liability Insurance – Interpreter must have Professional
Liability Insurance.
Phone Screening
If the interpreter meets the pre-requisites, he/she should contact
the IRD Manager, review the pre-requisites and then an application
and the complete process description will be mailed.
Application
- Current DHCC Interpreter – Interpreters currently
working for DHCC should complete the application, which requires
the inclusion of
three letters of recommendation, 2 from hearing interpreter references
and one from a Deaf interpreter reference and return to DHCC.
- Interpreters
New to DHCC – Interpreters not currently working
for DHCC should complete our regular application form in addition
to the legal qualifying application form and return to DHCC.
- The
application, references and documentation will be reviewed. Successful
applicants will be notified and asked to move on to
the next appropriate
step. Applicants with significant, documented legal and/or court
experience may be able to skip all or part of the screening process.
Those not
ready will be advised accordingly.
- Application Fee – We plan to have a $50 application fee
to assist with administrative costs and to demonstrate the applicant’s
commitment to the process. This will be waived until we have successfully
completed several processes and review the time and cost involved.
